Last summer, Governor Glenn Youngkin of Virginia required the Virginia Department of Education to make clear to parents when sexually explicit materials depicting erotic acts would be used in Virginia’s public schools so that parents could opt their children out of seeing such materials.
The governor’s guidelines defined erotic acts to include “actual or explicitly simulated acts of masturbation, homosexuality, sexual intercourse, or physical contact in an act of apparent sexual stimulation or gratification with a person’s clothed or unclothed genitals, pubic area, buttocks, or, if such be female, breast.”
